idk why he said this but you actually can find speed of planets in jhora, right click on this basic info and longitudes box you will see a list appear select the 6th option Latitudes speeds, etc (co-ordinates) when you click on it you will see all planets and their Long. speed if you see any number close to 0.00 in the long speed column then that planet is stationary to go back to the basic details info again right click on the long speed box you will see the same list choose the 2nd option Longitudes & Basic info and you will be back to the basic details

There is also an app on playstore named jyotishapp with a blue and white icon in that app open the horoscope section after that you will see the chart and details screen there on the top left corner you will see a list box select 14th option Planets speed and you will see the list of planets and their speed of your chart if you scroll down you will also see a list of planets and their average speed this can help you to see even if a planet is not stationary is it close to it’s slowest speed or not

In my case venus is stationary. I found out that when I changed my birth date in drik panchang app to the next day and I found venus was in forward motion. I changed the date to the previous day and it was retrograde. Turns out it entered forward motion after 22 hours of my birth the next day. Also the app displays the speed of the planet as well. Havung an aphomeris can help as well.
