In nakshatra book, it is mentioned in many places that problems will come from 7 house from this nakshatra and 3rd from this nakshatra.. is it derived from counting places rashi to navans sign and will it hold true for all nakshatras???

What is the significance of amatyakarak (moon) going in 10th from AK (mars) both in d1 & d9. In d1 amatyakarak in 10th house in Leo sign with the 7th aspect of saturn. And in d9 amk is going in 1st house Scorpio sign with ketu’s 9th aspect falling on it. (moon debilitated )
